The companies NF Group, CORE.XP, IBC Real Estate, Nikoliers, and Commonwealth Partnership (CMWP), all part of the Moscow Research Forum (MRF), recently released an updated classification for Moscow’s office real estate — the first since 2013. One of the key changes is the introduction of a new real estate category, “Prime,” which includes the highest-quality office properties in the capital.
The updated classification includes four categories: Prime, A, B+, and B-. The criteria for each class have been expanded and revised according to modern standards. The document specifies mandatory and optional parameters related to engineering systems, building structural features, location, parking availability, ownership type, management, and services provided.
One of the most notable changes is the mandatory certification requirement for ecological efficiency for Prime-class properties. Companies aiming to classify their offices as Prime must undergo certification under one of the international standards such as BREEAM, LEED, or WELL, or the national Clover certification system.
The Clover certification system, recognized at the national level, focuses on assessing the ecological efficiency of office buildings. It helps reduce the carbon footprint, improve energy efficiency, and enhance employee comfort. Based on strict assessment criteria, the system allows properties to be competitive in both domestic and international markets.
Given the new requirements for premium-class properties, certification according to the Clover standard has become mandatory. This means that developers must consider ecological aspects and implement energy-efficient and sustainable solutions during the design and construction phases to meet market demands.
In the new MRF classification, some parameters have been relaxed; for example, the requirement for a building to have a single owner is no longer mandatory for Prime and A classes. Additionally, parking space requirements have been lowered.
However, criteria for premium- and A-class buildings have been tightened: maximum allowable distance from metro and other transport hubs has been reduced, and ceiling height requirements have been increased, enhancing flexibility in layout and adaptability for tenants.
Green certification has become an essential part of office real estate development. Certification helps attract responsible tenants, reduce operational costs, and enhance a property’s prestige. For developers, it also provides access to green financing and tax incentives, making such properties more attractive from an investment standpoint.
